Governance Structures

The management of the municipality is vested in the County Government and is administered on its behalf by a municipal board, municipal manager and staff. The municipal board comprises board members and a municipal manager, who serves as secretary to the board and Chief Executive Officer in charge of daily operations. The staff comprises technical and support personnel who execute the municipality’s various functions.

Wilberforce Sikuku Wanyama

Chairperson

The board Chairman is a professional teacher with a Bachelor of Arts degree in Education (Secondary Option) from KUMI University, Uganda, and a Diploma in Education Management from KEMI. He has over 34 years’ experience as a teacher in various schools and 6 years as head teacher. He has also served as KNUT Assistant Executive Secretary, Trans Nzoia County.

Alice Waruguru Mwai

Vice Chairperson

She holds a Bachelor of Education from Moi University and has over 25 years’ experience in management. Alice served for 5 years (2019–2024) as Board Member (Vice Chairperson), Kitale Municipal Board. She currently serves as Director, Eden Rock Group of Companies, with experience as Chairperson of the Youth and Women Fund Trans Nzoia County, Board Member of African Theological College, Wamuini Secondary School, and various other schools. She is also a Committee Member at Kitale Club.

Pius Omulo Gumo

CECM, Lands, Housing, Physical Planning and Urban Development

An accomplished economist and risk management professional with over 15 years’ experience in economics, finance, and development consulting, and a member of PRMIA. He is Managing Partner at Gumo & Company Consultants, leading projects in strategic planning and developmental economics for clients including the National Cereals and Produce Board and the County Governments of Trans Nzoia and Siaya. He previously served as Head of Operations at Huri Foods Ltd and Senior Research Analyst at the Kenya Revenue Authority, and gained global experience as an Analyst Intern at Goldman Sachs. He holds a B.S. in Economics and Mathematics and was a top-performing alumnus of Alliance High School.

Dr. Roselyne Nasiebanda

Chief Officer for Lands, Housing, Physical Planning and Urban Development

An accomplished Chief Officer and Educator with expertise in strategic planning, operations management, policy development, and stakeholder engagement. She holds a PhD in Analytical Chemistry from the University of Eldoret, along with a Master’s and Bachelor’s degree from Kenyatta University, combining academic excellence with a track record of leadership in crisis management and environmental planning.

Davis Wambia Lumbasi

Board Member & Chairman, Finance Committee

A skilled land surveyor with a Diploma in Land Survey from the Technical University of Kenya (TUK) and a Certificate from the Institute of Surveyors of Kenya. He has served as Chairman of the Kiminini Conferment Town Committee and a member of the Trans Nzoia County Taskforce, with over eight years of survey experience including at Kenya Power and Lighting Company (KPLC) and Dial Com Solutions Limited.

Onteri Janet Kemunto

Board Member & Chairperson, Infrastructure and Urban Planning Committee

A seasoned professional with an MBA in Human Resource Management and a Bachelor of Education Arts from the University of Nairobi, complemented by high-performance training from SAM. With over a decade as a lecturer at the University of Nairobi and JKUAT, she has also held leadership roles as County Manager at Sevenstar Group of Companies and Manager at JOYWO.

Victor Simiyu Recha

Board Member & Chairman, Environment and Social Committee

A versatile professional with a Bachelor’s degree in Journalism and Mass Communication (Broadcast and Print Media) from Masinde Muliro University of Science and Technology (MMUST). He has served as Secretary of Nabiswa Ward Bodaboda, a Loans Officer at SeDe Top Up Microfinance, and a Marketing Officer at Faulu Bank.

Daniel Buyayo Kaburu

Board Member & Chairman, Audit Committee

A versatile professional with an MBA in Strategic Management and a BSc in Medical Microbiology from JKUAT, along with a Diploma in Medical Laboratory Sciences from KMTC. He served five years as MCA for Sinyereri Ward in Trans Nzoia County.

Irene Nasipwondi Nang'ole

Municipal Manager (Acting)

Prior to this role she served as a Sub County Administrator, with over 10 years’ experience in public administration. Irene holds a Master of Science degree in Development Studies and a Bachelor’s Degree in Business Administration, and is a member of the Institute of Certified Administration.

Municipal Physical Planner

An experienced Physical Planner with a Bachelor’s degree in Urban and Regional Planning from Maseno University, registered with the Physical Planners Registration Board (PPRB), and with over ten years of experience in public service. A Corporate Member (MKIP) of the Kenya Institute of Planners.

Eng. Rachel Wangoi Kimingi

Civil & Structural Engineer

A highly skilled Civil and Structural Engineer with 14 years’ experience in road and civil engineering. She holds an MSc in Project Management from JKUAT and a BSc in Civil Engineering from Moi University, and is a registered Professional Engineer with the Engineers Board of Kenya.

Dianah Modani Kavagi

Head of Environment and Sanitation

An experienced Environmental Officer with over 7 years’ experience integrating climate and environmental standards into project management. She holds a Bachelor’s Degree in Environmental Planning and Management from the University of Eldoret and a Diploma in Environmental Management from the Kenya Wildlife Service Training Institute, Naivasha, and is registered with NEMA.

Allan Kiplangat Kirui

Head of Infrastructure and Public Works

A Civil and Structural Engineer with a Bachelor’s Degree from Masinde Muliro University of Science and Technology (MMUST), registered as a Graduate Engineer with the Engineers Board of Kenya (EBK) and the Institution of Engineers of Kenya (IEK). He has over 6 years’ experience on flagship county projects as design and supervising engineer.

Pamela Indimuli

Head of Social Services

A Senior Social Worker Officer with 30 years’ experience and a Diploma in Social Work and Community Development. She manages complex social work cases, guides junior staff, and works closely with individuals, families and communities to promote wellbeing and equitable resource sharing.

Thomas Kipkemboi Tanui

Head of Finance and Economic Planning

A financial professional with an MBA in Strategic Management from JKUAT, a Bachelor’s degree in Commerce (Finance) from Kenyatta University, and a CPA(K) finalist. Skilled in financial management, compliance, and reporting.

Wekesa Joan Nanjala

Head of Supply Chain Management

A skilled procurement professional with a Bachelor’s degree in Procurement and Contract Management, a Diploma in Supplies Management, and membership in the Kenya Institute of Supplies Management (KISM). Experienced in e-sourcing, IFMIS, and bid evaluation.

Stellah Neala Kiliswa

Head of Human Resource and Administration

A skilled professional with a BSc in Business Management (Supplies and Procurement Management) and a Diploma in Human Resources Management, experienced in recruitment, onboarding, grievance resolution and performance appraisals.
