Special Board Sitting — Passing of Board Member Ery Werunga
The municipal board of Kitale lost a board member after a short illness. The deceased was a sitting board chair at the time of his demise. Mr. Ery Werunga had spearheaded a number of projects within the Municipal Board and leaves behind a legacy of determination, resilience and commitment. His body was interred on 2nd September 2023 at his Muliro home in Ndalu. The municipal board resolved to support the family in burial arrangements.
Separately, the County Public Service Board contracted interns from the State Department of Housing and Urban Development — a Municipal Environment Officer and a civil/structural engineer — to support essential municipal services, having been instrumental in donor-funded projects and programmes within Kitale Municipality.

Full Board Meeting — KUSP2 Preparedness Strategy
The Kenya Urban Support Programme set out minimum conditions requiring early preparation, including full-time staff to enable independent and effective implementation of its projects and programmes.
Functions envisioned under the Kitale Municipal Charter 2019 and the Urban Areas and Cities Act 2019 — including waste management, infrastructure development, development control, revenue collection, and outdoor advertisement — were to be transferred from other county departments to the municipality. The board resolved to task the technical team with working out the modalities to achieve this, and for the municipality’s Integrated Development Plan to be reviewed.

Special Board Sitting — Budget Estimates
The board reviewed the previous year’s performance and discussed priority projects for the 2024/25 financial year, noting that a number of projects had not been initiated the previous year.
The Finance Committee chair, Ann Tulienge, presented a report envisioning several projects including beautification works at the Machinjoni dumpsite and installation of water tanks at Bondeni Market.

Quarterly Full Board Meeting
The board raised concern over the poor condition of the Machinjoni dumpsite, which required urgent attention. The municipal officer was tasked with liaising with the Department of Environment on strategies including digging a shallow landfill and rehabilitating the access road.
The board also resolved to engage the Department of Finance to facilitate completion of the Masinde Muliro Business Centre, reported at 96% complete, to help relocate vendors from CBD streets — projected for completion by December 2024. Plans were also discussed to facelift Kitale Town using coordinated building colour schemes, with stakeholder proposals to follow.

Full Board Sitting — Integrated Urban Development Plan Approved
The Municipal Board of Kitale approved the Kitale Municipality Integrated Development Plan following several stages of multisectoral engagement — a five-year blueprint for the municipality’s development.
This sitting marked the end of the pioneer municipal board’s five-year term, with the appointment process for the next board underway. The outgoing board leaves behind a clear structure and system for urban governance, key development projects including the near-complete Masinde Muliro Business Centre, and a number of policies and plans to guide Kitale’s continued development.
